the only thing he can do is take the turbo kit off and try to bar and reff the swap with all oem exhuast manifold/muffler. or sell it. either way a aftermarket turbo car is not legal in califorina
or he can swap a d16y7 engine(has to be the same year stamp on head as car year or newer cant use older engines) in with factory air box and exhaust smog it and swap the b series back in

Just put a full size three-quarter radiator in it and you'll be able to drive it anywhere on boost that's what I did with my EF cuz I was running 30 lb and on 17 lb on the freeway it would start to overheat a little bit but after I put the full size in never had no overheating issues anymore

Honda How To normally when you take it out the engine never gets to operating temp stays too cold, when it’s colder outside. Or when it’s really hot the fluid won’t stay in the rad long enough to cool down and overheat
Always change thermostat before foing anything when car is barely overheating will save u money you can also test your thermostat by putting in boiling water and wat to se e if spring opens
