Because it is a tipical signal sound, and it is great for it. There are a few people - mainly autists -, who are on emotionally heavy impacts hearing some short musical signal sounds. For me, the bootup sound of PS2 (PlayStation II) has a very deep impact on me, despite I've NEVER played any game on it, or maybe only just once, but I don't remember. Once I've buyed one, when it had already became an antic thing, but I had never enough time to play with it. I was still a child, when the PS3 was mainstream. But still : the bootup sound of PS2 is absolutelly magical to me.

0:38-0:56 - This brings back memories of visiting my grandparents in Reston, VA back in the late 90s-this was the sound scheme Grandpa had on his computer.
Sounds like you were very brave about the content of those desktop themes and sound schemes. My favorites were Inside Your Computer, Leonardo da Vinci, More Windows (High Color), Travel, and Windows 95 (256 color).
