Ahh okay receiving. Yes ideally you should always have an idea what you gonna before you receive the ball but.. you should be always prepared to change your mind basically always have a second plan. If you have time to replan when you have the ball, that means you have time to do what you wanted to do. If you are in the zones where you can take risk, take risk.
Releasing the ball at the right place staying wide and maybe forcing your fullback to make inverted overlaps so you can have the ball wide. Because where you have space, you can dribble.

Depends where your fullback is but most likely if you are asking for off the ball run, you would need to run in behind the fullback as you are catching him off wrong foot. Check out winger tips playlist where I made a specific video on winger runs.
