Server cost is not just the server lic, its the cals. Assuming Cals - 3k is wayyyyy cheaper for unlimited if you compare unlimited Cals from MS with a server lic.. The bigger issue here is in terms of being an AD, replication, resilience, recovery. In a non MS setup, it probably requires a lot of fresh info and review.
I'm unsure if this is a prior method that has been previously bypassed/removed. But One method of disabling updates would be to put a 127.0.01 entry in the hosts file to redirect the lookup perhaps? Or is the Windows update server DNS entry to variable to make that a Viable option?

24:05 I sometimes use FreeFileSync. Mostly for syncing certain folder to my USB drive. Syncing can also be automated when something is detected. I like manual mode, because my main usage is checking which files were changed since last sync. It's little annoying because it creates files like sync.ffs_db in the directory that's checked for changes instead in some temp dir.
