We had enough people in our group at Universal to do the Wand Ceremony at Ollivander's in Dragon Alley by ourselves. Which meant one of us would be chosen. Victor said on the way in that he hoped it wasn't him, and then he was picked. The wand that was chosen for Victor was perfect.
You have the option to purchase the wand or you can choose one of your own to purchase. Victor already owns a wand so he did not purchase the one that choose him. However, he plans to go back an get it.
