I can see this as a fever dream an edgy, twelve-year-old Junko had after reading Alice in Wonderland where the white rabbit inspired Monokuma, telling her to “just imagine a wonderful land,” of despair, and she had visions of the world ending and the killing game, and her being the one to “watch how the streets turn cold when she walks it/it’s her rules, no man can stop it,” and has it “all up in the gutter.” She dismisses it at just a dream, “all of those things never happen/just a random girl with gentle manners,” but can’t stop thinking about the rush of violence and despair, and for three years, Monokuma whispers to her, “just imagine...” I also headcanon this where she got her queen personality.
