Yeah. Computers can't generate "Random" numbers. They are pseudo-random. So if you have the seed (the given number ) then in theory you can replicate the generation of a number given the seed and algorithm. It's probably javascript but idk woox is 200iq.
if you want to get specific cause I though back today about how tf this guy did this. Basically he knows what algorithm google used (which they probably don't anymore), an algo called xoroshiro128+. And if given a series of values, it's relatively simple to determine the seed and then guess the sequence of numbers generated by said seed.
