I know nothing about bird behavior, but I wouldn't be surprised if that's what he's doing. From what I can tell, many birds are very intelligent and social animals. He may not fully understand what laughing is, though.

These galahs are wild in Australia and all parrots love attention but the galahs like to get close up and personal with humans and are real jokers for attention. For instance when crouching down gardening I heard soft parrot sounds above me and looking up saw a galah 4ft above me watching intently from a small tree with bendy branches. He immediately dropped upside down with wings spread and bounced the bendy branch he was hanging from up and down, looking me in the eye and softly squawking happily as I laughed. Just clowning to an audience of one human stranger he was deliberately causing to laugh. That is why a silly person in Ausrralia is called " A silly galah." Or " A bloody galah." if they're being silly to the point of being either annoying or dangerous.
