She's probably not even a professional clown. Clowns are taught to abide by a code while in school which states that clowns are not allowed to pie non-clowns. At least historically they were not allowed to pie people who aren't clowns. It was also considered unthinkable and very disrespectful to pie a ringmaster in the face. Today the rules might be different though as the times have changed.
