there’s a type of double sided tape that’s designed to go onto your body and hold clothing up. i use it for tube tops and to hold off shoulder clothing in place
I make a "strapless dress" from my long-sleeved dressing gown by tying the waist cord then tying the sleeves together above my chest. I've no idea where I came up with it, but I've worn it that way for years (at home) and love it.

Hold your fabric behind you under your arms like you are wrapping yourself in a towel, cross the top corners in front of your chest and tie behind your neck. BOOM halter dress!
