The key difference is that the legs of speed hackers' robots don't move fast enough to represent their speed, that's how you can tell they're hacking. Also sometimes they don't even turn their turrets, that's another difference

I noticed that alongside the red color in the health bar, there is also a yellow color. I know that this is separate from the Aegis shield, but what is this for?

This is because the enemy is affected by the DOT effect from AYGIR's mothership. The yellow section represents how much damage the enemy will have taken by the end of the duration on the DOT effect.

This is possible on every robot, but you have to be in this specific mode and get as many speed skills on your pilot as possible, along with two Positive Energy Recuperator turrets on your mothership. The Rogatka is great for this since it is super fast even without these bonuses as long as you have the Ghost pilot skill.

I tried those. For some reason both of them get stuck in lower speeds. Raptor or Rogatka for example don't seems to get limited by a max speed threshold.

0:13 This is one of the new rotating game modes called orbital mayhem. Like it says at 0:20, this game mode does increase the charge of orbital strikes significantly; 1 beacon capture is 1 full charge, and 1 kill is one full charge. This game mode was available 1 day before this video was posted because of when they uploaded it. If you wanted to play this game mode, then pay attention to the rotating game modes as they change, and eventually orbital mayhem will reappear.
