I saw some dude in my server messing around with x gaster and I was really mad when I found out I can't even do it in a vip server

Bruh this character is OP. Imagine this being a public character in UDC.

It's not technically a character, its a series of commands you can use, hopefully the creator of the game will add the ability to use these commands in private servers.
