Unlocking port in Xampp, to start Apache and MySql

Say hello, this video is a quick fix to the error presented when trying to "start" Apache and MySql in the control panel of Xampp. It had the 'conflicted or blocked ports' error message, unlike the common port error "80" or "443 already in use by other programs." I tried several solutions and tutorials here from youtube though, but were unsuccessful. I uninstalled and reinstalled Xampp in another version, even though it presented the same error, since I do not use SKYPE that could block the port, I uninstalled the two programs and reinstalled only Xampp and performed this sequence of steps presented in the video , which thus brought the solution to the error.
