The proc happen on hit instead of on spell cast so you'll usually end up getting them mid cast and finishing your cast is always the right call. Most mages will use their procs at the end of the current Frost Bolt cast when one does proc.

@@R3cklessExo You're just making up excuses for yourself. A friend of mine works 14 - 16 hour shifts everyday, even on weekends (He's a chef) and he even hit level 80 before me. It takes around 4 hours per level if you do it in a slow normal pace, that is 2 days of gametime to hit 80 and if you only play for 4 hours a day then it'll take you 10 days to hit 80. When there's a new expansion you usually prepare for it, either you take couple of days off from work or you just play the game all night and go to work. Ya'll are acting like it takes a lot of effort to level when it doesn't. You must be goofing around while leveling with those hours you got to play. Jeez.
