His mask is bulletproof, and his mask becomes dirtier toward the end of the clip, though it's hard to say what from, I assume he had taken some shots to the head.
I'm in the military, usually we're taught to aim center mass. It's the most likely area for a bullet to hit. I'm not sure how other agencies handle it but it's probably similar. Though at that range yeah I feel like a few more people would have shot for the head.

Your taught to aim for center mass in the military. He’s whipping around and moving so it would be very difficult to hit him in the head or legs. You have a better chance of stopping him in his chest
