Youd be both wrong and rude then. If someone has a doctorate, theyre a doctor, the field of study makes no difference. Its not very polite to throw your title at someones face, but its also not polite to not adress a doctor by their formal title at an official event, which senate hearings are. The stupidity of 'is there a doctor' is, as a medic myself, you would want a medic, not a doctor unless it's an ER doctor. Nurses follow doctor's orders. Medics have an algorithm and can preliminarily treat, in lieu of medication/equipment, but have much better working knowledge of emergent situations. Many doctors (assuming they're medical) don't have emergency medicine proficiency.

Overseas, observationship to get licensed int he US. Most physicians start the same and have the general practice and experience the same. They then go and get board certified in their specialty or specialties. Military trained doctors and nurses follow the same patterns.
