You can just walk to downtown, it is just a 10 minute walk. You take the 72 bus to go to Butchard Garden, which is a 40 minute bus ride.

The Parliament building is a 10 minute walk from where you exited from the ferry, but it was good you took the bus, and had a tour around the outskirt of Victoria.
