As it is, the average persona of a typical Indian politician is that of a scoundrel, barring few of them. In such environment, there are few who are effective in some areas, none of the younger educated people are aspiring to be politicians. I think the population has to bear some cost to keep these politicians. What you said is correct but it can be effective if an average Indian is alert, educated and takes decisions carefully considering the overall impact on safety and progress of nation. Better to instead link Aadhar card with all properties and thoroughly check who the real owner is.
