@@eragonbromsson1122 I actually don’t think Ross is antagonistic anymore. I think he’s genuinely changed to be on the side of the AVENGERS. there’s a deleted scene so canonically isn’t actually canon but Ross has Natasha in the back and he’s talking about how she found out that the red room still existed and that she located hundreds of rogue operatives in allied countries including America helping clean up American politics. He then says in a friendly respectful tone of voice to Natasha “you know how they say you can’t go home again” The tone of voice and the words suggest he’s going to give a deal to keep her out of the raft, but he turns around and she’s escaped. Or alternatively he’s says these words because he wishes he could offer her a deal but he can’t so he’s arranged for her escape. I think he’s changed because imagine being such a control freak who’s built his career on trying to have a piece of SHIELDS pie all to himself and he genuinely really does loves his daughter but he’s sacrificed any kind of meaningful relationship with her because if his career and desire to be a part of SHIELD’s secret world. Now imagine that earth is facing its then greatest threat you’ve been told flat out by the AVENGERS what’s coming and your response is tell everyone to stand down and be arrested. Then imagine the Avengers were right and everyone is vanishing in front of you and you are panicking suddenly get a frantic call from your daughter or you call her and she’s asking what’s going and then the call stops you find out she’s gone. No I actually think he’s running the raft as a potential recruiting center for auxiliary members of the AVENGERS and he’s genuinely trying to help these enhanced people become rehabilitated. That’s what I think he’s genuinely trying and wanting to do but to help justify the cost he’s had to brand them as a type of suicide squad. If Ross really wasn’t changed I doubt Wong would be working with him and helping with Blonsky’s rehabilitation. If there’s anyone actually bad and in it for the power it’s definitely Val. She’s sketchy as heck and arranged to have John Walker join her group as US agent and she gave the hit job to kill Clint to Yelena. I guess rule of thumb is if someone is facilitating the attempted murder of an AVENGER clearly that Val person is definitely a bad person.
