I believe the camarade wanted to say the bureaucracy is shown in the video close to reality. And for me it’s true. Especially an amazing tradition to give launch orders to junior colleagues. Experienced it by myself.

It sort of already is. It's from one of their Stories from Norway episodes, a series of musicals on big and small events in Norwegian history. This is from the episode on the Andøya rocket incident, where the Russian government had "misfiled" the notification about a missile test and almost started world war 3.

This was supposed to take place right after the dissolution of the soviet union, and Boris Yeltsin still being quite new in office. It's not supposed to depict modern day russia, but rather early days post-soviet russia.

This song was about the Norwegian satellite launch in 1995 where Norway sent a letter to Russia (Former Soviet Union) about the launch of the satellite, but because Soviet Union has fallen and the government was a bit of a disarray at the time, the military and Yeltsin didn't know about this and thought it was a nuclear missile heading for Russia. This song is about the part where the letter from Norway got hidden away, not to be seen by anyone about the satellite launch.
The theme around this song is based on an incident from the late Soviet era, so it´s not current day Russia (the gay rights part is an ever relevant topic though..)
It's not based on current Russia but based on Russia after the Soviet collapse where the government was in a bit of disarray. It's about the launch of a satellite from Andøya in Norway where Norway sent a letter to Russia about it in advance but it never got to the right people, so Russia thought it was a missile that was headed for Russia. It almost caused WW3
