The mayor said no and then started paying those on the Friends and Family Program $25,000 per demolished home. Surprise surprise, 2 years into the program people were arrest for taking bribes, falsifying invoices and dumping hazardous waste in the holes instead of clean fill. And just to put a cherry on top, they tore down a few homes that were not on the list.
