I'm one of those that doesn't blame the late Reverend for what he did here, the Child should have been taught to never stick your fingers in other people's possession without being asked or allowed too (hopefully now that he's much older, that Child learnt a valuable lesson from that day in his life). That's the trouble with totally Overly-Preached PC world, there's simply no discipline and plus Actions speak louder than Words ever will. Granted some words can leave an everlasting impact, but Actions leave so much more.
Awdry did nothing wrong. He scratch built those models himself and he didn’t want that child to disturb anything. He was a kind person, but the boy was breaking the rules.

There was most likely a sign on the layout saying “do not touch” so you can see why Wilbert was annoyed that this kid was touching his 50 year old model trains that he scratch built himself + This kid should have been taught to keep his hands off people’s possessions, so I think Wilbert’s actions here are completely justified.
He didn’t do anything that wasn’t unexpected. He wasn’t angry, he was just curt and the kid should know not to touch things anyway. If the kid got his finger hurt somehow then you have a much bigger problem. Better to snuff it out the way he did.
Model trains actually run at a very low voltage usually, you can even lay your finger on the track and it won't shock you. So in most cases it shouldn't do much harm to the average person, if at all, granted your finger isn't wet of course. I’m talking from a DC perspective as the layout here, Ffarquhar MK2, was built in 1968, so it is definitely DC operated
