I'm assuming this is from before Tuesday when the bug was fixed. anyway I haven't played much but on Tuesday I was able to get 3 momento's from 5 engrams.

I've gotten 4 total 3 from engrams. It's about 10-12 engrams on average though it could be a bit lower or higher since I got two back to back so..

It had to be a bug because to time gate a drop in a 3 week event when its going to be a pain to get another one is a bold move (bold meaning stupid). I turned in 30 engrams today cause i saw people saying they have been getting them but still nothing

I unlocked it cause i really enjoyed the grind for it, but in general i don't like mementos because they are single use and tied to crafted weapons. It should've been a normal shader to chase.

I did get an additional drop after unlocking the lost momento and using it on a previously crafted weapon. I decoded the eerie engram through Eva, using the option that does not provide a weapon. If memory serves me correctly, it was the only thing that dropped from the exchange.
