With due respect, as much as I understand that age and maturity are co-related, I also believe maturity is also based on one's level of intellect and life experiences, and more importantly how one has learned and implemented lessons that life has taught them. Now that said, as we know UPSC itself allows candidates to enter at the age of 21 indicates that the board/organisation understand the fact maturity and competency varu depending on various factors.

Relax folks..... It's just a question asked to see his reflex answers and to dismantle his confidence(which is also imposed by desire by the interviewer). They are not expected to answer each and every thing, but they can ask whatever they want if it is related to a situation, mindset, etc.
