He could have just said that his daughter was part black and been done with it, but instead called her and had her come out to stand in frame of an interview that she otherwise had nothing to do with.

It can. General dislike of a group of people can sometimes grow out of a bad experience with only one. It doesn't necessarily have to stem from someone being "different", merely that they happen to be part of a group you have come to have negative feelings associated with. In that case it doesn't have to be racially-based, it could just as easily be postal workers, but skin color is an easy way of grouping people.

@DG3744 I can't really make a determination as to whether she is in fact his blood-kin simply from the video. Nor can I say, based on that interview, whether he is a racist. My only objection was that it looked like he was using the girl as a prop to make a point. A point that missed the mark slightly since the implication was that he may have been racist toward those of middle-eastern descent, not African.
