It's competitor Sovoil is a soviet energy giant. Former state companies turned into a private conglomerate. They form one of the three power structures in the Soviet Union, alongside the organitskaya, the soviet mafia organisations and the federal state headed by the president, supported by the state security apparatus.
In 2020, most vehicles run on synthetic fuel. Petrochem and Sovoil hold the last viable deposits and plan to keep squeezing out the last as long as prices rise to compensate for cost. Like this dude says, they also manufacture choom out of soy and other cheap crops.
Ngl. I find it amusing that in spite of how technologically advanced the world of Cyberpunk is, the audio in their TV shows is just god-awful compared to what we use.
Except in Cyberpunk univers it's Neo-Soviet Union where Perestroika went as planned - a confederation of semi-independent capitalist states, something like EU but with united army, where SovOil calling the shots by being basically a state within a state with it's own private army and tighter grip on the oil rich regions than Neo-Soviet government.
