Cecil George Edwards was arrested under mistaken identity as the police believed they had caught a national criminal that the had been looking for. Cecil had decided to act out in a humorous way in the hopes that he would be classified as insane so that he would be sent to a mental hospital, as he believed it would be easier to escape from there rather than from the city jail.
