You CAN theoretically triple-pay with Cyber-Stein without MoF if every star in the galaxy lines up. You start with 8K, can gain up to 6400 with Provisions and Poison as you said, but you can gain another 3000 if your opponent attacks all three of your Nimble Momongas. That’s 17,400 Life Points, enough for three Stein activations. In fact, you could hypothetically recycle Provisions with MoF and if you gain at least 3000 off of that, you could get 4 activations!

What’s so strange is that Konami / UD knew about this strat because Stein was legal with BEUD and Megamorph in the OCG as early as 2000. Megamorph was emergency limited in that format, so why it was allowed to rampage in the TCG for so long is a question.

Mask of Darkness + Tsukuyomi + Drop Off/Time was an inconsistent - yet nevertheless - alternative win condition. It wasn't especially playable but the perception of alternative win conditions led to those type of restrictions. Empty Jar actually placed 2nd at the 2005 World Championship. Obvioiusly a year later but alternative win conditions dominating the culminating event of the year - not great. Last Turn (+Jowgen) was never a dominant deck but another instant win combo from that general time period. Somehow Stein survived till December 2006...
