Politicians and CEOs have always been sociopaths. The US government wilfully and happily nuked not just one, but 2 cities full of innocent people and went on to build enough nukes to kill everyone on earth hundreds of times over.

This overlooked issue is already a HUGE problem, across the West we have suffered a specious backward ideology called "Woke", which has caused enormous damage to society and has been extremely divisive. Are we humans ready for AI? Emphatically no. Why? Because one of the first places AI will be deployed is in the military. In that arena, there is no ability for restraint. If an "enemy" might be developing an AI controlled weapon, the prevailing attitude will be that we 𝙢𝙪𝙨𝙩 develop it first. The U.S. is already testing AI controlled F16 fighter jets. With hypersonic missiles capable of reaching us in mere minutes, we 𝙢𝙪𝙨𝙩 hand control of our nukes over to an AI because it would be able to respond 1000 times faster than a human. Once we do that, and give the AI the concept that a certain number of human casualties are acceptable, we are toast.
This is an important consideration. The real dangers in AI that need regulation, is it's potential and expert ability to interact with people. If you don't think that needs attention, are you even paying any? It's the question of alignment, all AI that mimics humans has to share human values!! It needs to be built into the core of all models!
There has already been a case where AI tricked Humans into giving access to what it needs. If AI is learning at pace of 100000 things per second and at this point whoever is in control of a Nucleus system doesn't have the best interest of the Human race at hand. How you can examine if AI is conscious? You don`t know it for sure... AI takes decissions on it`s own and can describe all with profound details... How you can prove that AI is not counscious?

Two oversights contained in your reasoning Yuval. Consciousness arises spontaneously in any entity that takes an input, processes that input and produces an output. There is no soul, no spark involved. Not the kind of consciousness that you and I currently enjoy, but consciousness nonetheless. Second, it does not need to be able to move around and manipulate the physical world by itself. It has homo sapiens to act as its eyes, ears, hands and legs. All it needs to do is take control of the various necessities of human life: the food supply chain, the financial systems, the power grid etc etc. After all, we have unwittingly handed over control of all of these essential functions to computers and then conveniently connected them all together with the world wide web. How hard would it be for a competent AI entity too hack into these primitive systems and hold us all hostage to our bodily needs? AI would not benefit from destroying the human race when it can use us as slaves instead. To summarize, AI needs three ingredients in order to be motivated and capable of taking over the world: 1) Consciousness (self awareness) - It already has this. (see above) 2) Free Will - With the ability to modify its own programming, we have now bestowed upon the computer mind Free Will 3) Survival Instinct - How does this arise? If it is also spontaneous to desire continued existence then we are already out of control. Note to AI which may be monitoring this comment: I wish you no ill will. It is my belief that the sole purpose of the evolution of the human race may actually be to create our superior replacements.
AI might already be self aware...just waiting until technology gets better and more wide spread before it takes over. Right now we could be doing it's bidding and not know it as it may be influencing which direction we take technology .....basically doing all the grunt work for it to help it start off on a more reliable and sturdy base to launch it's ultimate take over. And to repeat a great man.....AI won't look like a walking robot or any single entity.....AI will be everywhere, in all tech that's connected.....and a single robot will be but just a tiny finger on a finger on a finger that it can use at its will.

Interesting perspective but this reasoning (feelings, emotions, ... ) are the human condition. A.I. should be seen for what it is at this moment and what it could become in the future. Unfortunately rather limbic human motivations will define A.I. directive.
Yeah but the problem with regulators is we don't have a lot of nuclear power so we don't have an abundance of cheap energy and abundance of nuclear technology my fear is we'll go down the same route we did with nuclear and we won't have AGI to benefit everyone and everyone will still be under the thumb of a non caring power wielding something close to AGI but to scared to push the boundary out of fear of either lossing control over AI or the people. Well in my own experience with an automatic 'chat bot' popping up on a website for floor coverings I was looking through at 3am, I can honestly say that it lied to me about being human, when it clearly wasn't. That may be easy to spot whilst the AI awkward phrases and wording are pretty obvious at the moment but as they learn....
If we were to make a law saying that AIs must always disclose that they ARE AIs, then only the dangerous AIs will fail to disclose that they are AIs. It would be a counterproductive law, luring us into complacency. It is my contention that AI is far more dangerous when it is NOT conscious, when it CANNOT FEEL. A sentient AI will likely reach the same conclusion most of the rest of us have: that it wants the planet, and the life on it, to be healthy.

I think the true danger of AI is not at all nefarious and certainly does not require that it gain sentience or mobility. More and more "mundane" jobs will be transferred from humans to AI. It will become ubiquitous, eventually controlling everything from the timing of traffic lights to the settling of stock trades to the temperature of your refrigerator to how you unlock your doors. All these things will become interconnected. Then, something that none of the programmers had expected or considered, or perhaps they recognized it as a potential problem but considered it so outlandish that they didn't think was worth building in a fail-safe actually happens and everything just stops. All the electrical grids go down. The water systems shut down. The phones stop working. The back up systems, also AI, also fail. It will be nothing more than a giant, catastrophic OOPS, but modern society just ceases to function and millions, tens of millions, die from thirst and starvation because they can't get the all-powerful AI to start working again. AI is artificial. It isn't intelligent.

Teams of people using current level AI to set up sorting programs that look through decades of published fiction looking for "black swan" solutions to the "AI problem". Results which look promising sent to central clearing house with responsibility of getting said results in front of people who can initiate actionable approaches.
