Generally Zao is much better than Niseko in Hokkaido. Snow monster and incredible onsen!

It might be like most Japanese resorts and you are not allowed off the groomed. you can always sneak under the ropes but the patrols are brutal if they catch you.

If you wanna see snow monsters, then go to Tohoku region instead of Hokkaido. Zao and Hakkoda is recommended. Zao is located near Sendai, only 1.5 hour ride from Tokyo by Shinkasen
