Toby is of course right but even in the actual order of succession there's only 1 congressman, only 1 senator, only 3 total elected officials and the rest are appointed by the president. Having secretaries as unelected people calling the shots is part of the law. Leo calling the shots is hardly a coup d'etat

Jed Bartlett is an asshole, an arrogant, short-sighted man who believes that the law does not pertain to him if it is an inconvenience. People laud Martin Sheen's character and speak about how they wish we had a real president like him, but the fact of the matter is, throughout the entire series, he is seen clearly as a biased, self-centered and morally questionable person who's interests lie in his career and how others perceive him, not in what was best for the nation. God FORBID we ever have a president like him in real life.
I do love how they took the time to illustrate H.W. Bush alongside Reagan and North despite them not mentioning him by name. a lot of people aren't aware that he was the CIA director at the time and definitely had a direct hand in the whole contra fiasco
Just watched this scene, and could’ve slapped Bartlett. He’s like a child here with his arguments against Toby. - 3:54 “I feel fine by the way”. Yeah, you’re clearly doing okay at the moment so wtf are you diverting focus for? - “or are you just pissed that I didn’t tell you first?” DUDE. You’re so in the wrong, and talking all this shit 😂 I guess it’s genuine and natural for a person to be flawed and that’s what we’re seeing here, but something feels off about it in the scene. It feels almost out of character for Bartlett to be like this.
For a bit more trivia context: The drugs were then used by the CIA to get black americans addicted to drugs to fund the prison system, look up Gary Webb to learn more. Gary Webb reported on how the CIA funneled the drugs into america and for the rest of his life he was unable to find employment before dying by "suicide via two shots to the head."
Toby is a hypocrite and disrespectful! It was a plot hole that someone who claimed to serve the president got away with this regularly, but when he got called out he flew into rages. We all realize the president is in error. We learned that with FDR! This is how they built drama without consequences. Toby should have been fired on more than one occasion. Its only Bartlett's emotional character flaws the prevented him from doing so. Too many get caught up in the drama to recognize this.
And now the same thing happens literally daily as our president fades in and out of senility. Except now it's not Leo it's some 28 or 29-year-olds with ivy league degrees in critical race theory of underwater basket weaving with a minor in anti-white racism
This scene always confuses me a little - because if the President didn’t have MS then he wouldn’t have that letter signed; so when he was under anesthesia it would still have been Leo running the country with the vice president’s power being “murky”… nothing would have been different? Is Toby saying they should have a pre-signed letter regardless of whether the president has MS or not? Like the president said, he wasn’t shot because he had MS, he would always have been under anesthesia
