No, the rain will actually help the dirt compact around the pole better and concrete will prematurely rot the pole. No utility sets wooden poles with concrete, spoil from the hole, crushed stone or a two part expanding foam.
We have the choice when working our 27.6, our highest distribution voltage to either stick it or glove it, we never wear sleeves. If it’s just a straight insulator change I prefer stick and jib, we are fortunate to use K-line insulators with K clamps. If I have to make taps I will glove it.

I mean did they get it done yes but I think there should been more cover as a precaution when setting and then moving phase overhead is fine but should have had cover on it and lift it but the cover upside down so it protects not only you but also anything it could come in contact with

with due respect you need to do few corrections. 1. Length of the multigas monitor tube is not sufficient to reach the bottom of the confined space. 2. We do not check Oxygen level only, there may be other toxic and flammable gases present e.g. H2S, CO etc. 3. Rescuer hit the SCBA with manhole entrance. SCBA has 4500 psi pressure inside. Hit with the wall are any other object may damage the cylinder and could cause serious injury. 4. You mentioned that oxygen tank, its breathing air "not the oxygen".
