Actually I feel like the 2005 US GP TECHNICALLY was allowed. Since everyone completed a formation lap wouldn't that mean most of the field DNF'd, not DNS'd? The full field started the race then all but 6 retired after the formation lap. Those 6 went the full race distance so the requirement was met by merit of that formation lap.
The competition in F1 is partly between the drivers but mostly between the teams. The development of new technologies is a key part of the formula for winning in this motorsport with constantly changing rules. Tech that sometimes also benefits the development in the entire automobile industry and our standard cars. This is what makes F1 racing unique. Let’s keep it that way.
Seems wierd to me that they give him 2 years though. Why not 1 year (its not like Perez would deny it if that was his only option) and then having the option next year
