Hi there! You can buy directly from the Hanco online store - hancoink.com/printmaking/printmaking-ink-modifiers/ - they are international and they are able to import. You can also find it in South African sources, by searching for your local lithographic ink supplier who will definitely stock cobalt drier. The ratio depends on the brand of the ink, but the DKW printers recommend around 2-3% of the ink.
