This is how I always seen it, Pain should have been the last villain for the Shippuden era. The way his arc ended was perfect.Then they could have had a time skip like 5yrs or so in verse to start the final series for Naruto call it something like Naruto the Last (I know their is a movie with that name but at the time there wasn't.) That could have started from the time Sasuke went to the 5 Kage Summit till the end of the war arc.
