What we are hearing is the final moments of humanity, as Alterna falls on them after the rocket exploded. This is humanity ending moments we are hearing.
These are the cries of the octolings who survive or even die because of the underground installations which collapse for lack of energy supply... energy that you have collected throughout the game.
To me this version of the inkantation gives me two kinds of vibes: a late night summer festival, maybe one in one of the smaller towns of the splatoon world, OR...and hear me out cause you've probably heard this from another comment....Inkling soldiers marching off to fight the Octolings during the great turf war. Seriously, take away the taiko drums, flutes, and the Shamisen and this has tve beat of a marching song/military cadence.
Personally I like the latter. It give some weight on the song. Reminds me of marching songs of the First World War on both sides. In fact Great turf war is basically splatoon ver. Of Ww1
Spoiler alert: This is what will happen if an Octoling passed Commander Tartar’s tests. They get blended inside a giant blender. The screams are the “superior” test subjects being blended alive.
