Upoke is the term for Maori slaves. They were about 80% of the population prior to the Europeans. They were the primary source of protein in what was a horrific degeneration of Polynesian society into rampart structural cannibalism - a period of horror that lasted some 500 years until they were rescued by the European The Maori had come with the original Polynesian caste structure of royals, bonded commoners after being outcast and set adrift on rafts to end up stranded in NZ. Again this is subject to much record (1880 onwards) about the 'revitalization' and out breeding of the Maori being their only path of survival / there was much concern the Maori would become extinct so all Europeans & Maori were much focused on such outbreeding to ensure that a trace of Maori may exist in the future. By 1903 there were no Ariki left and only 14 very old full blood Upoke. The last full blood died in 1944 - as reported by the minister of Maori affairs much later to the NZ parliament. The marked differences between the Ariki and the slave caste were much commented on, discussed and captured in paintings & portraits. Almost all Maori today would be offspring of Europeans & Upoke slaves - the filters of inter Maori fratricide between the Ariki clans & disease acted as a filter to remove both Ariki and full bloods. Quite a history about the Maori - put the Inca's or the Aztecs to shame in degeneration. The northern Maori fought with the British against the south bad west Maori 'rebels'. The Maori sued for peace and a treaty was signed that removed all sovereignty and made them subjects to the English crown where the English would protect them from each other. Land could only be sold to or via the Crown. Maori could live on their reservations with native custom but none did. The treaty of Waitangi is strikingly clear in that the Maori cede any claim and give up and die as an original society - all 3 clauses lock that in. Nothing in today's 'Maori' culture is authentic. The music - all European (Maoris did not have tonal music, the songs are missionary tunes or introduced - Poi dance is from Islands and Stick dance from old Malaya. The carvings and art - all European - Arabesques that was the fashion at the time. Original Maori had limited dash carving and no painting of objects. No written language - all the syntax & grammar plus vowel inflection is European. No technology - some lagoon canoes and wood or stone Neolithic tools. No food sources - like pigs or crops - they left that all behind, all they had was a weak inbred fox (now extinct), some rats and a weak dismal pacific yam. They ate out all the bird-life, didn't know how to farm the sea as were island people and so they turned to societal cannibalism. Today - no full blood or half blood left. No genuine tradition and almost all are offspring of Maori slave females sold to white settlers for muskets or food. -So more fake than the 'Sioux' or 'Cherokee' or 'Crow' who had at least retained some genuineness about who they were and their history. -Everything you 'saw or experienced' is Fake. The PGF scheme ( Provincial Growth Fund ) was a government initiative open to all eligible people, groups, organisations, businesses, councils, trusts, service providers whanau, hapu, iwi,..e.t.c in NZ. Funds were made available for environmental projects like the conservation, cleaning and restoration of waterways, native wetlands, farmlands, public parks, animal control, nature reserves, private or communal land development schemes etc. Specific whanau and hapu projects included fencing and scrub/gorse clean-up costs for individual whanau Maori Land blocks/homesteads etc, and for bigger Maori Co-ops on amalgamated Maori Lands, etc. Hapu lands used for large scale hapu business ventures like dairy, cropping, forestry, etc could also repair fences, undertake riparian planting of all waterways, drains, ponds etc to ensure ferts, wastewater, chemicals do not pollute hapu rivers and lakes keeping them safe to swim and fish in. The PGF fund could also be used to fix or renovate any or all hapu Marae/Wharenui/Wharekai and was made available to every Iwi and Hapu in Aotearoa who applied for it. Individual hapū could apply on behalf of their individual hapu or a collective group of Hapu Marae. In Ruatoki's case, our traditional worldview that an individual hapu is it's own ultimate autonomous authority first and foremost, thats OUR tikanga tuturu. That has been this way in Rua since before the arrival of the pakeha: entrenched in NZ history at the time of the signing of the declaration of independence, AND reaffirmed in Article 2 of the Treaty of Waitangi. Pre 1940 at least, Ruatoki hapu have joined with other hapu for some take, and refrained from supporting other hapu for other take. It has been this way for a thousand years here. Post TUT/Crown Settlement Act 2014, Ruatoki hapu continue to support or not support other hapu depending on the kaupapa. SO when the kaupapa is a PGF funding application available to anyone, maori or pakeha, tuhoe or not, and if any ruatoki hapu decide they would like to take advantage of free money being given away, they are NOT obliged or compelled to ask or seek permission from any other hapu OR their local tribal executive OR Te Uru Taumatua "Iwi" authority first. That means, during the recent controversial PDF drama, there was no requirement for Ngati Tawhaki to have to ask Ngati Rongo , or Owhakatoro, or Otenuku, or TKOR. They only had to ask themselves, same for all the tuhoe hapu outside of ruatoki, each had the mandate and authority to make their own choice on the matter. AND many DID just that. Shet hit the fan when the TUT official in taneatua sent their letter on behalf of the "Ultimate Tuhoe Iwi Authority" over and above every hapu trust, whanau trust, lands trust, marae trust in the Rohe Potae to the crown demanding their crown partners do NOT accept or approve any PGF applications for funding projects in Tuhoe. Tuhoe dont take handouts and are disgusted at the idea of reaping the benefits of what 7 million dollars of free money could do for our people.....and if you do give our peps free money, im gunna order you to take it all back and moan to the government about them cutting out the middle man and forgetting to intentionally ignore the numerous clauses in the TUTSMP plans TUT deeds and tuhoe settlement act that say hapu and any govt departments dont need to deal with tut at all. hummmbuggg
interfering with an individual or collective tuhoe hapū, marae or land trust’s right to have their own relationships with the crown for whatever reason they want, is A BREACH of the tuhoe settlement act 2014. Nothing in that act prevents the crown and other tuhoe entities from entering into an agreement for projects OUTSIDE the TUT/Crown Urewera National Park governance board mandate & jurisdiction. For example, as of 2016, if any individual hapū wants to..... “create their own independent school, in their hapū rohe, teaching their own history, customs and language etc, all that individual hapu needs to do is negotiate with the ministry of education to get them to agree to pay for it at a rate above the amount they spend on their own schools,..... The Crown Treaty Settlement Act set out a TuT Crown partnership to lead education in Tuhoe. However, due to clause that states the crown can’t break any of its other laws to enforce anything in the Tuhoe Treaty Settlement Act of 2014, the government had to hand the leadership of education in tuhoe schools to each individual hapu community. There was no crown/tut partnership to create centralised tuhoe curriculum, all tuhoe schools created their own individual hapu community curriculum and get to retain full intellectual property rights of their ancient knowledge and tribal history. Now the TuT treaty breeches are coming thick and fast as more individual whanau and hapu understand the finer details of the settlement act and real world implications.Tut belongs in the national park thats it. the tribal committees are subsidiaries of TuT created in the settlement act to coordinate the elected representatives to hui as delegates and members of the Urewera board. These delegates are there for the implementation of ‘Te Kawa’ and ‘Blueprint’ of Te Urewera. Ruatoki is not in the Urewera National Park.
