late reply but it was allowed in Gen 8 because it doesn't affect accuracy and evasion anymore then it was banned again because someone proved it was still OP with Protect+Sub+Disable+Freeze-Dry Glalie (can be also done with Octillery, although not as effective as Glalie)

Probably some hack to keep it at level one. These ones are also used in 0 exp playthroughs.
