I mean, you see it here. He has a son who has been through the same thing, making the same excuses with the same erratic behavior. As far as I can remember, the worst he has seen of Jimmy is not up to the level of doing things that could ruin someone else's career. He doesn't have the same experiences with Jimmy that Howard has.
Have you watched the show? He hired a guy to impersonate the mediator and tricked Hamlin into hiring an investigator who was actually working for him. So Hamlin had photos of the fake mediator receiving the bribes, but Jimmy somehow switched them out for the ones with the jogger.
Analysing this and comparing alot of the other schemes, this SHOULD'VE been the one that Howard could defend himself agaisnt, think about it: You have Kim Wexler talking to you and having you open yourself up, and then as soon as you let your guard down COINCIDENTALLY "Howard" shows up and kicks a prostitute out of his car while driving recklessly, doesnt that seem too suspiscious?
Not really, depending on where they are located. If they are anywhere that it is reasonable that Howard would be or on the way to, it makes a decent amount of sense, especially when part of the false explanation is drug abuse. I mean, it is actually Howard's car after all.

He really didn't deserve that. He wasn't a very likeable guy, but he wasn't a bad guy, and what happened to him was tragic. Especially considering his ultimate fate. Jimmy and Kim were the villains here.
If he's not wearing anything, Howard's much less likely to take a closer look and realize that it's jimmy, if you see someone in the locker room like that, you don't look for very long.
