This guy is very confused. It’s very simple. An engine can use a 3d mesh in the scenery. That’s it. It’s not some kind of special brush. There’s the BSP geometry and then you fill the world with 3d meshes to add detail. I think he was confusing those 3d meshes with this special displacement brush. I mean that’s what I’m assuming he means when he talks about how other engines and the field of graphics and 3d modeling work. Skyrim is not using displacement brushes that I know of. It just lets you put 3d meshes and make a level out of that.
