The constitution of Malaysia maintains the constitution of Malaya. When Sabah, Sarawak joined Malaysia additional clauses were put in place to account the new membership. Malaysia is a confederation that began from 10 states in peninsula to form the Confederation of Malaya. Two months later Malaya became member of United Nations meaning Malaya is a recognized independent sovereignty while Sabah and Sarawak were still british colonies. Malaysia was an idea started by Tunku Abdul Rahman and when talks of the formation of Malaysia with the british 6 years later it was between the british and Malaya (two members of United Nations meaning two independent sovereignties) although representatives of Sabah/Sarawak natives were present; so, in this sense Sabah/Sarawak were not equal partner with Malaya simply because Malaya which was a confederation already was an INDEPENDENT COUNTRY while Sabah/Sarawak were british colonies then. Thus, when Sabah/Sarawak joined Malaysia they really joined the Confederation of Malaya as another additon of member states like Pahang, Kedah, Selangor, Johor and the rest of the states. But, since Sabah/Sarawak is not Malay heartlands they renamed the confederation to Malaysia to reflect the inclusion of new member states into Malaya. When Pahang, Selangor, Penang, Malacca and other states in peninsula agreed to form a confederation they have to give up certain rights to the federal government, however these 10 states still maintain a certain degree of autonomy. Sabah/Sarawak is no different except that they managed to negotiate a greater autonomy in quite a number of matters which is called the Malaysian Agreement. If Sabah/Sarawak feels they are equal to Malaya then they should not have representation in the parliament but their own parliament. Malaysia should adopt system model like that of former Yugoslavia.

So some parents didn't know how to get register for marriage legally,just like alot of children which born on selected island of malaysia which don't have JPN on there. It is something which bad for malaysian,due to the born number is reducing worldwide but we face problem that we don't want provide malaysian born children a valid id card
