The DSP satellites scanning the entire earth's surface 6 times per minute has to me a typo. Six times a day, I could believe. 22000 miles is the height of geostationary orbits; such satellites would orbit once per day. You would need a lot of them so that one is overhead everywhere every 10 seconds.
I honestly think the Great Filter is an evolutionary step humanity needs to take. I don't think it is some physical change but a evolution in how we represent ourselves as a species. The evolution is when we stop basing out entire life on personal gain and start living to raise everyone to the same level. Your life gets better if everyone's gets better, but this is harder than just doing the work for myself. It REQUIRES a change in EVERYONES state of mind. Even I, the person who believes this to be true, find myself thinking only of me and mine often. It won't happen any time soon. Thousands of years of evolution of thought is needed for it to take hold. Without that time, there will be ones that just don't see the big picture. Case in point, look around you. Look at how a little bit of friction in telling people their thoughts and beliefs are wrong (Rasism/sexism. Not religion, but that is another issue in itself). You only need to look at this left vs right bs and how it has fostered extensive extremisms on all sides to see how far we are from reaching this step. It's a shame that technology is turning our entire species into a toddler playing with his parents' handgun. Will we get lucky and not accidently kill ourselves or will we pull the trigger?
In the late 1990s the US try to block any cooperation with the Chinese in rocket development citing national securities issues, in 2011 US pressure other members to ban the Chinese from ISS, in recent years the US try to block any transfer of "sensitive" technology (included those who can indirectly benefit the Chinese space program). The consequences were always a Chinese successful push to innovation and self-reliance. Maybe a change of US politics is necessary in this regard and collaboration can be a win-win.

People think we are technologically advanced. Yet my phone's battery life is terrible after only a few years of using it. I constantly have to restart them or reload apps because they stop working correctly. There's constantly errors and things are also breaking or something goes wrong. GPS today is a joke. It always send me to the side or back of peoples houses. The reason for this is because we changed to using pins and GPS tries to get you as close to the pin as possible. Our technology is a joke.
I don't think the great filter is one super difficult hurdle. A series of hurdles, some more difficult, face any life form. When viewed in aggregate, they form a great filter, which few life forms successfully navigate.

If an alien ship came across an exploration ship from earth I think they'd shoot it down. Just for their own safety, if they see a random ship with no way to understand or know what that ship contained they could presume it's a war ship. They would fire first because not doing so could result in us firing at them. They just wouldn't know who or what intention the oncoming unidentifiables had. So fire first to guarantee they live to finish their exploration

But I wonder how those ambitions match with the huge economic and demographic troubles in China. There are two things they can shoot up in the future: robots or elderly people.... Russia's space program is dead, they will not have the money for it in the future. So it will be a race between the US+EU and China. And perhaps India.
