I played a yellow book version of Twilight 2000 with some paratrooper comrades and we had to play what we would have been in 2000. it was 1998. I used cyberpunk 2020 engagement rules (ie friday night fire fight) I had original T2000 modules and we had a hell of a time. we anticipated the use of military working dogs to secure the perimeter and as were all OPFOR at the time we understood how NOT to attract attention or respect chain of command.

That reminded me of scenario in hoi4 iron curtain where playing as USA you can do focus where you make deal with USSR to start war against China together but then you can betray soviets and attack them

At that point, the war was basically "over". However, no one was left alive and willing to reinstitute civilian authority and demobilize the armies. The armies themselves, what was left of them, essentially stopped listening to orders.
China had no comparable aircraft or tanks or artillery compared to Soviet Union at that time. Not even the attack helicopters. And flat terrain = heaven for stronger better tanks. Just see what Abrams did in Iraq. Now imagine T-80 against the Type 59 and Type 88 tanks

It's also possible that the chinese built a defensive line from the yellow sea to the sino-mongol border (going through peking) and than waited to see, which soft spots the soviets have, in order to target them in an counteroffensive.
I bought the Twilight 2000 game when in first came out in the 1980s. It was a very fascinating look into a potential WW3, which at the time looked frightening possible. I thought the idea of modern horse mounted cavalry was particularly interesting; scouting and such much like their ancestors would have during the U.S. Civil War. The first group created was a weird mismatch of people and vehicles. The personnel included a Cavalry trooper who had his horse shot out from under him, and showed up carrying his saddle. There were two German mechanics, who in my mind were constantly bickering back and forth with each other. There was an Intelligence officer who was basically mediocre at everything else, but who could more or less speak a half dozen languages, and who's pockets bulged with foreign language phrase books and dictionaries. For vehicles there was a beat up jeep, and a barely functioning Bradley infantry vehicle that in my mind looked like it had been in every firefight since the first day of the war, and was a Frankenstein's monster pieced together from parts scavenged from a dozen other Bradley's. I eventually bought all of the scenario books as well. The books that dealt with how things were going in the U.S. were some of the first post apocalyptic I can remember reading.
As usual South America remains unchanged and now they are the ones to rebuild the world in their image, after decades of assaults to South American countries the CIA finally ceases their operations of torture and persecution, the continent grows more left wing with the help of the freed teachers and scholars in order to combat the huge misery and inequality that the yankees imposed in the continent.
