You are allowed to lift your leg when throwing, Rob Cross does it every single time, Suljovic too. The rule is you can't have a foot in front or over the oche. Behind the oche and in the air is allowed.
The official rule is different: "During a Player’s throw, no Player shall tread on any part of the raised Oche nor shall the Player deliver any dart whilst their feet are in a position other than grounded on the floor behind the toe edge of the raised Oche." So the feet have to be grounded on the floor. But I agree there are many players not doing that while releasing the dart.
