I believe its a mix of sprites we've seen, descriptions in the book trilogy (I think? There were kids in one of them at least), the movie, and basic design ideas just being accepted among fans
The fact that William snitched on Henry and convinced the police that Henry was the one who killed the children makes William a real villain who you don't want to sympathize with.
