It wobbles because the rebar is stiff. A wooden bolt bends so that the wobble keeps the tip pointed the same direction. The rebar can't bend, so the tip flails around in the air.
the center of pressure needs to be behind the center of gravity. I.E. the front needs to be heavier than the back or the fletching's need more surface aria. every one is spouting off about the archers paradox but it has nothing to do with simple arrow dynamics.
Rebar arrow is way to heavy and the tip needs to be the heaviest but you need something lighter as the arrow with the blades on the tip to be much heavier then the rear and rest of the arrow
