It was made by utpal dynasty king shankerverma acc to historians.... It is temple but both Buddhism and Hinduism culture influence can be seen in this structure.... But acc to me it should be Buddhist center of meeting at that time because there is hall in it and people will be gathering in front of it to listen sermon of their priests
