In Pakistan Industries have to pay fixed charges for Power they have been registered for, called MDI charges. This type of setup can be helpful if you are authorised for using low power [say 10 15 kW] and you have to operate machines for couple of hours whose combined load is far much higher than allowed [say 50KW]. This setup can be helpful in this scenario and it doesn't save electricity. But the way industries are billed there, they can save good money.

I'm glad that the uploader tells us at the end what the workers were making. I was trying to guess as this excellent video went along. I thought, "Maybe it's an element of a huge construction project such as a bridge, highway or ship...or maybe it's part of those massive dockside cranes that offload container ships...' I'm addicted to Pakistani manufacturing videos and can usually figure out what's being made early on but not with this one. Remarkable teamwork and ingenuity.
