I skimmed this article (assuming it was the right one) and this seems to be saying the same thing in this video. In the article they talk about how the teenage brain isn’t all bad, and this video is also pointing out advantages.

Look at the RU-vid handle "ExpandED Schools" This video is nothing more than propaganda and falsified data used to promote the compulsory schooling and infantilization agenda. This channel may have ties to drug companies. The truth is that there is no proof that the teen brain is underdeveloped or "defective" this is the message of the drug companies, schools, and the government. We have been extending childhood by at least 5 years and using this as propaganda to promote that very agenda.
