Crazy to think that he's only killed TWO people out of the entire series, and since he kind of has a no kill rule as he rather prove his enemy's wrong then kill them, this shows us that not even he thinks these people are worth the loss of oxygen, And since he didn't kill a guy like doflamingo that says something about how evil these two were.
The fact that Luffy actually killed Omatsuri is kinda crazy when you think about it. Luffy doesnt ever kill anyone because he believes that seeing their dreams get crushed is worse than death. I thought for sure Bellamy died when he was punched, and he probably should've for the dramatic effect. That would have marked Luffy's first deliberate kill early on.
